Xi, Obama look to strike up relationship at summit | The Galion Inquirer

BEIJING (AP) ? Pres?i?dent Barack Obama and Chi?nese Pres?i?dent Xi Jin?ping face weighty issues when they meet at a pri?vate estate in Cal?i?for?nia next week, but their most impor?tant task may sim?ply be estab?lish?ing a strong rapport.

Tucked away at a man?sion with a pri?vate golf course on the edge of the Mojave Desert, Obama and Xi will search for the kind of per?sonal chem?istry that has eluded their pre?de?ces?sors for the past sev?eral decades. With the bilat?eral rela?tion?ship grow?ing ever more crit?i?cal and com?plex, how well the lead?ers click mat?ters even more?now.

Dis?trust has grown between the world?s sole super?power and the ris?ing Asian giant. Bei?jing sees Wash?ing?ton as try?ing to thwart China?s ascen?dancy. The U.S. accuses China of wide?spread com?puter hack?ing and unfair trade. Mean?while, there?s worry their mil?i?taries might be drawn into con?flict as China tries to elbow aside U.S. allies Japan and the Philip?pines over dis?puted, remote islands.

?There are a lot of prob?lems between China and the U.S. that aren?t going to be easy to solve. The hope, there?fore, is that a way can be estab?lished so that at the times of cri?sis, dia?logue will pre?vail based on trust and the per?sonal rela?tion?ship between the two lead?ers,? said Zhu Feng, deputy direc?tor of the Cen?ter for Inter?na?tional and Strate?gic Stud?ies at Peking University.

The June 7?8 get-together at the pri?vate Sun?ny?lands estate of late pub?lish?ing tycoon Wal?ter Annen?berg is the first face-to-face meet?ing between the pres?i?dents since Obama?s re-election and Xi?s pro?mo?tion to Com?mu?nist Party chief last Novem?ber. Under China?s dual party-government sys?tem, Xi didn?t offi?cially assume the title of pres?i?dent until?March.

The sum?mit comes months before the two lead?ers had been orig?i?nally sched?uled to meet, high?light?ing a per?cep?tion on both sides that the lead?ers need to refo?cus on the U.S.-China rela?tion?ship fol?low?ing their polit?i?cal tran?si?tions and amid myr?iad dis?trac?tions at home and abroad.

The accel?er?ated tim?ing con?sti?tutes ?a clear mes?sage that China wants to empha?size the impor?tance of U.S.-China rela?tions for the future,? said Cheng Li, a Chi?nese pol?i?tics expert at the Brook?ings Insti?tu?tion in Wash?ing?ton,?D.C.

It?s not clear yet how big the two del?e?ga?tions will be or whether Xi and Obama will meet one-on-one. Li said that?s some?thing Xi?s stiff and for?mal pre?de?ces?sor, Hu Jin?tao, was unwill?ing to?do.

But there are hope?ful signs that the two men will gel. Xi already has a warm rela?tion?ship with Vice Pres?i?dent Joe Biden, whom he accom?pa?nied to west?ern China on a visit in 2011. Xi also boasts a greater famil?iar?ity with the U.S. than any of his pre?de?ces?sors, hav?ing vis?ited fre?quently and main?tained his ties to fam?i?lies he stayed with in Mus?ca?tine, Iowa, while a vis?it?ing provin?cial offi?cial in 1985. He also sent his daugh?ter to Harvard.

The two men share a love of sports: swim?ming and foot?ball on Xi?s side, bas?ket?ball and golf on Obama?s. Both are mar?ried to glam?orous, high-profile wives who have played a strong role in shap?ing their images.

Xi?s wife, People?s Lib?er?a?tion Army songstress Peng Liyuan, was for many years bet?ter known to the pub?lic than her hus?band. Chi?nese media and Inter?net users closely fol?lowed her activ?i?ties dur?ing the couple?s first for?mal state vis?its to Rus?sia and three African coun?tries ear?lier this?year.

?It will be inter?est?ing to see how the chem?istry will develop. It?s impor?tant, because par?tic?u?larly in China, per?sonal rela?tion?ships always carry a lot of weight in state-to-state rela?tions,? said the Brook?ings Institution?s Li.

Xi has already proved him?self a dif?fer?ent leader by his prag?ma?tism. With rela?tions edgy, he was will?ing to forgo the pomp of an offi?cial White House visit for the lower-key meet?ing in California.

Trust between the coun?tries has dwin?dled over the decades. After U.S. planes bombed the Chi?nese Embassy in Yugoslavia in what Wash?ing?ton says was an acci?dent dur?ing the Kosovo war in 1999, angry Chi?nese pro?test?ers nearly breached the U.S. Embassy in Bei?jing. In the dis?cord, Chi?nese Pres?i?dent Jiang Zemin refused a call from the White House. Two years later, when a Chi?nese fighter jet col?lided with a U.S. sur?veil?lance plane off south?ern China, Bei?jing held the Amer?i?can crew and waited for an accept?able apol?ogy from the?U.S.

In 2009, the U.S. Navy accused Chi?nese sailors of harass?ing one of its ocean floor map?ping ves?sels in a game of high-seas chicken.

The trust gap was fur?ther under?scored by newly pub?li?cized claims Tues?day that China employed cyber?at?tacks to access data from nearly 40 Pen?ta?gon weapons pro?grams and almost 30 other defense tech?nolo?gies rang?ing from mis?sile defense sys?tems to the F-35 joint strike fighter.

The dis?clo?sure was included in a Defense Sci?ence Board report released ear?lier this year, mean?ing U.S. offi?cials knew of it before plan?ning for the sum?mit began. The disclosure?s pub?lic release allows U.S. offi?cials to high?light an issue of con?cern with?out nec?es?sar?ily over?shad?ow?ing the summit.

China?s Defense Min?istry on Thurs?day called the accu?sa?tions faulty and said they under?es?ti?mated both the Pentagon?s abil?ity to pro?tect its secrets, and the capa?bil?i?ties of China?s domes?tic defense industry.

?China is entirely capa?ble of pro?duc?ing the weaponry needed for national defense,? spokesman Geng Yan?sheng told reporters at a monthly brief?ing, point?ing to recent domes?tic tech?no?log?i?cal break?throughs such as the country?s first air?craft car?rier, new gen?er?a?tion fighter jets, large trans?port planes and the Bei?dou satel?lite system.

China has con?sis?tently denied claims its mil?i?tary is engaged in hack?ing, includ?ing those in a report by U.S. cyber?se?cu?rity firm Man?di?ant that traced the hack?ing back to a People?s Lib?er?a?tion Army unit based in Shanghai.

Other likely agenda items include the North Korean and Iran?ian nuclear pro?grams, con?flict in Syria, cli?mate change and expand?ing bilat?eral mil?i?tary ties. China will likely press its claims of busi?ness dis?crim?i?na?tion in the U.S. mar?ket, along with its deep dis?com?fort over Washington?s shift?ing of mil?i?tary assets to Asia and renewed empha?sis on its regional alliances, moves seen by China as part of an effort to con?tain its?rise.

The per?cep?tion of U.S. decline and Chi?nese ascen?dancy forms much of the sub?text to the cur?rent rela?tion?ship, with Bei?jing seek?ing greater inter?na?tional influ?ence com?men?su?rate with its sta?tus as the world?s second-largest econ?omy. Many in China see the U.S. as a wan?ing power weak?ened by the eco?nomic cri?sis, par?ti?san feud?ing and the con?flicts in Iraq and Afghanistan.

In their lat?est con?tri?bu?tion to diplo?matic argot, Chi?nese lead?ers now say they are seek?ing a ?new model of major coun?try rela?tions? in their deal?ings with Wash?ing?ton. Assis?tant For?eign Min?is?ter Zheng Zeguang defined that Wednes?day as ?dif?fer?ent from the old model fea?tur?ing con?fronta?tion and conflict.?

?We believe a new model of major coun?try rela?tions between China and the United States should be based on mutual trust, equal?ity, inclu?sive?ness, mutual learn?ing and win-win coop?er?a?tion,? Zheng said at a Wednes?day briefing.

Xi and Obama first met early last year when Xi, then China?s vice pres?i?dent, vis?ited the White House on a trip to meet key Amer?i?can polit?i?cal play?ers and intro?duce him?self to the Amer?i?can pub?lic. The visit afforded Xi a chance to show his human side, recon?nect?ing with his old Iowa friends, chat?ting with stu?dents at a school in Los Ange?les and even catch?ing part of a Lak?ers bas?ket?ball?game.

Known pri?mar?ily for his pedi?gree as the son of a com?mu?nist elder, Xi is seen by many observers as a strong nation?al?ist will?ing to press ter?ri?to?r?ial claims and what Bei?jing broadly pro?claims as the ?great reju?ve?na?tion of the Chi?nese nation.?

Unlike for?mer Pres?i?dent Hu, who often seemed uncom?fort?able out?side offi?cial set?tings and stuck closely to his offi?cial talk?ing points, Xi appears at ease around for?eign vis?i?tors and is known for speak?ing with?out notes and allow?ing ses?sions to run well over their sched?uled time limits.

Israeli museum finds owner of looted art

JERUSALEM (AP) ? Israel's national museum has located the heir of the owner of a valuable impressionist painting that was stolen by the Nazis after a photo was discovered showing the work in the original owner's home, the museum said Wednesday.

Israel Museum spokeswoman Dena Scher said the museum purchased the "Garden in Wannsee" painting by the German-Jewish artist Max Liebermann from the owner's heir after ownership was established. The painting is already on display in the museum and will stay there.

The painting's original owner, Max Cassirer, was a wealthy Berlin businessman from a family of art dealers. The impressionist painting, which depicts the garden of the artist's summer residence, was confiscated by the Nazis in 1941 together with Cassirer's other assets. After the war, it was given to a Jewish restitution organization and found its way to Israel.

In 2012, the work was identified by the designated heir after discovering a photograph from Cassirer's music room in which the walls were covered in paintings, including the Liebermann work.

"The rightful restitution of works of art that were stolen or unwillingly sold during the Second World War is a challenge that many continue to face," said museum director James Snyder. "We do our best to be exemplary in the handling of World War II restitution claims and are especially pleased to be able to achieve a resolution in the case of Max Liebermann's masterwork Garden in Wannsee."

The heir chose to remain anonymous. Imke Gielen, the lawyer who handled the case, refused to say at what price the painting was purchased, saying only that "the price is based on the market value."

Other Liebermann works have previously sold for hundreds of thousands of dollars.

Gielen commended the museum for its handling of the case. "Once they are approached regarding a piece of art, they are usually very proactive about the restitution," she said.

Experts believe that hundreds of thousands of pieces of looted art remain unclaimed.

The Israel Museum holds some 1,200 pieces of art identified as having been seized from Jews by the Nazis and has restituted over two dozen. The museum has launched an internet catalog of the works to help identify heir or the artwork.

Scientists at the University of Liverpool and Callaghan Innovation in New Zealand have developed a new chemical approach to help harness the natural ability of complex sugars to treat Alzheimer's disease.

The team used a new chemical method to produce a library of sugars, called heparan sulphates, which are known to control the formation of the proteins in the brain that cause memory loss.

Heparan sulphates are found in nearly every cell of the body, and are similar to the natural blood-thinning drug, heparin. Now scientists have discovered how to produce them chemically in the lab, and found that some of these sugars can inhibit an enzyme that creates small proteins in the brain.

These proteins, called amyloid, disrupt the normal function of cells leading to the progressive memory loss that is characteristic of Alzheimer's disease.

Professor Jerry Turnbull, from the University's Institute of Integrative Biology, said: "We are targeting an enzyme, called BACE, which is responsible for creating the amyloid protein. The amyloid builds up in the brain in Alzheimer's disease and causes damage. BACE has proved to be a difficult enzyme to block despite lots of efforts by drug companies."

"We are using a new approach, harnessing the natural ability of sugars, based on the blood-thinning drug heparin, to block the action of BACE."

Dr Peter Tyler, from Callaghan Innovation, added: "We have developed new chemical methods that have allowed us to make the largest set of these sugars produced to date. These new compounds will now be tested to identify those with the best activity and fewest possible side effects, as these have potential for development into a drug treatment that targets the underlying cause of this disease."

There are more than 800,000 people in the UK, and 50,000 in New Zealand living with dementia. Over half of these have Alzheimer's disease, the most common cause of dementia. The cost of these diseases to the UK economy stands at 23 billion, more than the cost of cancer and heart disease combined. Current treatments for dementia can help with symptoms, but there are no drugs available that can slow or stop the underlying disease.

Genetic engineering alters mosquitoes' sense of smell

May 29, 2013 ? In one of the first successful attempts at genetically engineering mosquitoes, HHMI researchers have altered the way the insects respond to odors, including the smell of humans and the insect repellant DEET. The research not only demonstrates that mosquitoes can be genetically altered using the latest research techniques, but paves the way to understanding why the insect is so attracted to humans, and how to block that attraction. "The time has come now to do genetics in these important disease-vector insects.

I think our new work is a great example that you can do it," says Leslie Vosshall, an HHMI investigator at The Rockefeller University who led the new research, published May 29, 2013 in the journal Nature.

In 2007, scientists announced the completion of the full genome sequence of Aedes aegypti, the mosquito that transmits dengue and yellow fever. A year later, when Vosshall became an HHMI investigator, she shifted the focus of her lab from Drosophila flies to mosquitoes with the specific goal of genetically engineering the insects. Studying mosquitoes appealed to her because of their importance as disease carriers, as well as their unique attraction to humans.

Vosshall's first target: a gene called orco, which her lab had deleted in genetically engineered flies 10 years earlier. "We knew this gene was important for flies to be able to respond to the odors they respond to," says Vosshall. "And we had some hints that mosquitoes interact with smells in their environment, so it was a good bet that something would interact with orco in mosquitoes."

Vosshall's team turned to a genetic engineering tool called zinc-finger nucleases to specifically mutate the orco gene in Aedes aegypti. They injected the targeted zinc-finger nucleases into mosquito embryos, waited for them to mature, identified mutant individuals, and generated mutant strains that allowed them to study the role of orco in mosquito biology. The engineered mosquitoes showed diminished activity in neurons linked to odor-sensing. Then, behavioral tests revealed more changes.

When given a choice between a human and any other animal, normal Aedes aegypti will reliably buzz toward the human. But the mosquitoes with orco mutations showed reduced preference for the smell of humans over guinea pigs, even in the presence of carbon dioxide, which is thought to help mosquitoes respond to human scent. "By disrupting a single gene, we can fundamentally confuse the mosquito from its task of seeking humans," says Vosshall. But they don't yet know whether the confusion stems from an inability to sense a "bad" smell coming from the guinea pig, a "good" smell from the human, or both. Next, the team tested whether the mosquitoes with orco mutations responded differently to DEET. When exposed to two human arms -- one slathered in a solution containing 10 percent DEET, the active ingredient in many bug repellants, and the other untreated -- the mosquitoes flew equally toward both arms, suggesting they couldn't smell the DEET. But once they landed on the arms, they quickly flew away from the DEET-covered one. "This tells us that there are two totally different mechanisms that mosquitoes are using to sense DEET," explains Vosshall. "One is what's happening in the air, and the other only comes into action when the mosquito is touching the skin." Such dual mechanisms had been discussed but had never been shown before.

Vosshall and her collaborators next want to study in more detail how the orco protein interacts with the mosquitoes' odorant receptors to allow the insects to sense smells. "We want to know what it is about these mosquitoes that makes them so specialized for humans," she says. "And if we can also provide insights into how existing repellants are working, then we can start having some ideas about what a next-generation repellant would look like."

If you are unemployed, in the military or in the graduate school, the better option would be to defer your loan repayment. This means that you are not yet in a position to make the payment. The interest does not accumulate under this arrangement.?The Public Service Loan Forgiveness Program comes in handy to those who have worked as public servants for 10 years. The trick in this program you must have consistently made payments during this time. The remaining loan balance is forgiven by the state.

Planning

It is important to plan in every undertaking, mostly in financial matters. The plan fails if you fail to implement it to the latter. You should seek support from people you are close to, explaining to them the effects of this arrangement. It may call for less home budgetary allocation, it is just as important to let them know.

Beer-pouring robot programmed to anticipate human actions

May 28, 2013 ? A robot in Cornell's Personal Robotics Lab has learned to foresee human action in order to step in and offer a helping hand, or more accurately, roll in and offer a helping claw.

Understanding when and where to pour a beer or knowing when to offer assistance opening a refrigerator door can be difficult for a robot because of the many variables it encounters while assessing the situation. A team from Cornell has created a solution.

Gazing intently with a Microsoft Kinect 3-D camera and using a database of 3D videos, the Cornell robot identifies the activities it sees, considers what uses are possible with the objects in the scene and determines how those uses fit with the activities. It then generates a set of possible continuations into the future -- such as eating, drinking, cleaning, putting away -- and finally chooses the most probable. As the action continues, the robot constantly updates and refines its predictions.

"We extract the general principles of how people behave," said Ashutosh Saxena, Cornell professor of computer science and co-author of a new study tied to the research. "Drinking coffee is a big activity, but there are several parts to it." The robot builds a "vocabulary" of such small parts that it can put together in various ways to recognize a variety of big activities, he explained.

Saxena will join Cornell graduate student Hema S. Koppula as they present their research at the International Conference of Machine Learning, June 18-21 in Atlanta, and the Robotics: Science and Systems conference June 24-28 in Berlin, Germany.

In tests, the robot made correct predictions 82 percent of the time when looking one second into the future, 71 percent correct for three seconds and 57 percent correct for 10 seconds.

"Even though humans are predictable, they are only predictable part of the time," Saxena said. "The future would be to figure out how the robot plans its action. Right now we are almost hard-coding the responses, but there should be a way for the robot to learn how to respond."

The research was supported by the U.S. Army Research Office, the Alfred E. Sloan Foundation and Microsoft.

Samsung ATIV Book 7 review: a high-end Ultrabook, arriving just before Haswell

If you've been waiting for Samsung to refresh last year's Series 9 Ultrabook, don't hold your breath; apart from a recent upgrade to 1080p resolution, it's basically stayed the same. That doesn't mean Samsung is taking a break from ultraportables, though: the company recently started shipping the Series 7 Ultra (now called the ATIV Book 7), which debuted at CES. Regardless of the name, the idea was always for it to be part of Samsung's performance line, ranking right below the flagship Series 9 family. To that end, it ships for $1,060 with all the specs you'd expect to find in a mid- to high-end Ultrabook: a Core i5 processor, 4GB of RAM, a 128GB SSD, a 13.3-inch, 1080p display and a stronger set of speakers than on the Series 9. Obviously, the fact that it's launching with Ivy Bridge is one knock against it, but how does it stack up otherwise? Might it be a good deal if it ever gets a CPU refresh?

Iran denies it has forces in Syria

DUBAI (Reuters) - Iran denied on Friday it had forces in Syria supporting President Bashar al-Assad's army, one day after foreign backers of his rebel foes demanded Tehran withdraw its fighters from Syrian territory.

"The true enemies of Syria make up these accusations to provoke the people of this country," Foreign Ministry spokesman Abbas Araqchi said, quoted by Iranian state television.

At a meeting in Jordan on Thursday, the Friends of Syria grouping of Western and Arab governments called for the immediate withdrawal from Syria of Iranian fighters and Lebanese Hezbollah guerrillas.

They were reported to be fighting alongside the Syrian army and militias loyal to Assad in the town of Qusair, near the Lebanese border.

"In response to a question about accusations that Iranian and Hezbollah forces were present in Syria, Abbas Araqchi said Iranian forces have never been and are not present in Syria," the state television report said.

Iran, a Shi'ite Muslim nation, is Assad's closest ally and has provided money, weapons, intelligence and training for his forces against a mainly Sunni Muslim uprising in which more than 80,000 people have been killed in two years.

Russia and the United States are trying to arrange an international peace conference to end the war. Moscow has said Iran should attend but Western reservations about a role for Tehran already threaten to derail the conference.

Iran has called for elections and reforms in Syria but does not accept Assad's removal, saying a solution to the crisis cannot be imposed from outside. Tehran has also accused Western and Arab nations of arming opposition groups.

Analysts say that losing its Syrian ally would weaken Iran's ability to threaten its foe Israel through Hezbollah.

Connecticut Education Network Broadband Internet - Internet In My ...

The Connecticut Education Network (CEN) helps provide state-of-the-art high-speed Internet to every school and public library in their state. The goal of delivering access to technology is to promote open communication, opportunity, and collaboration in the education community. It is an ?Open Access? network, which means any entity can join for a fair price. Many different municipalities are requesting access. The CEN was started in 2000 as part of the CT Nutmeg Network.

The CEN is the country?s first statewide educational network that was built using fiber-optic connections and reaching every K?12 district. That includes over 240 schools and 170 public libraries with 100 GB capabilities. The network is not free, and all users pay a fee. The state offsets many of the costs.

How CEN Was Put Together

The project took over 10 years. The Broadband Technologies Opportunities program?funded the project for $94 million. Some of the conditions of the federal grant included completion deadlines and maintaining the ?Open Access? status of the network. Currently the program is 100% complete. It was finished eight months before the initial deadline of September 2013.

Who Controls CEN?

The University of Connecticut and the State?s Department of Administrative Services/Bureau of Enterprise Systems and Technology (DAS/BEST)?run CEN.?These groups support the program's operations and network architecture. The Commission for Educational Technology (CET) makes decisions about policy, budget, and procedures. The CET is concerned with who uses the network, how much it will cost, and what services will be added. ??

Future Goals

The goals for CEN over the next couple years include:

  • improving connectivity to state and global resources,
  • encouraging the use of new technologies,
  • upgrading the network,?
  • and improving the resources available.

Current standard services for CEN include network transport and network connection with optional upgrades for videoconferencing, filtering, network and performance monitoring, domain name service, and training.?

Los Angeles city councilman opens lead in race for mayor

LOS ANGELES (Reuters) - Los Angeles City Councilman Eric Garcetti opened a narrow election night lead in his bid to become mayor of America's second-largest city as it faces an increasingly gloomy financial outlook, early returns showed late on Tuesday.

Garcetti drew 52 percent of the vote, compared with 48 percent for his opponent, city Controller Wendy Greuel, after tabulation of 23 percent of all ballots cast at polling places on Tuesday and all mail-in ballots received as of last Friday.

The two liberal Democrats, once allies on the City Council, spent record sums vying for the city's highest office in a race shaped by dire fiscal constraints, the political clout of public employee unions and a largely disinterested electorate.

The pair emerged as the top two vote-getters in a non-partisan primary in March to replace Antonio Villaraigosa, a charismatic former labor organizer and two-term mayor who faced off against the city's unions to implement budget cuts born of the economic downturn.

A public opinion poll conducted on the mayoral race last week by the University of Southern California and the Los Angeles Times found Garcetti leading Greuel by 7 percentage points among likely voters, and by 6 percentage points among those who already had voted by mail.

However, the same poll showed 11 percent of voters still undecided, while surveys earlier this month put the two in a statistical tie.

Turnout for the election, marked by a heavy dose of negative ads and two candidates seen as largely indistinguishable in their positions, was expected to be low, with perhaps fewer than 25 percent of registered voters casting ballots.

Greuel was seeking to be the first woman elected Los Angeles mayor and Garcetti the first Jew. His mother is Jewish, and he was raised as Jewish.

Sherry Bebitch Jeffe, a political analyst with the USC Price School of Public Policy, said the biggest contrast between Greuel and Garcetti seemed to lie in their personal styles.

"I characterize this race as Valley girl vs. urban hipster," she said, referring to the city's heavily suburban San Fernando Valley region seen as Greuel's political stronghold.

FISCAL WOES

Garcetti, who earned a reputation as a consensus builder, served as council president from 2006 to 2011 and has called attention to his record on environmental initiatives and his role in the urban revival of once-blighted areas in Hollywood.

A onetime Rhodes scholar, he is the son of former Los Angeles County District Attorney Gil Garcetti, who was the city's top prosecutor during the murder trial of O.J. Simpson in the 1990s.

The elder Garcetti was among a throng of supporters who packed the Palladium, a landmark Hollywood concert hall, on Tuesday night to watch the election returns.

Greuel touted her current role as a city controller in uncovering waste and fraud. In her former council post she touted her dedication to street repairs in her suburban district and embraced the nickname "Pothole Queen."

The winner of the race will inherit a city government whose fiscal well-being has been crippled by dwindling tax collections wrought by the housing collapse and prolonged recession of recent years, along with rising public sector wages, pension obligations and other unfunded liabilities.

California's largest metropolis has a projected budget deficit set to top $1 billion cumulatively over the next four years and both Garcetti and Greuel have vowed to slash city business taxes to help spur economic growth.

Both said they would seek to renegotiate a five-year, 25 percent pay increase they supported in 2007 for most of the city's municipal workers, which the city's powerful public employee unions are sure to resist.

The influence of organized labor became a key issue during the race, with Garcetti questioning Greuel's ability to wring concessions from public employee unions after they contributed heavily to her campaign.

Garcetti led in campaign spending overall, with $9.4 million in expenditures, compared with $8.9 million for Greuel, according to City Ethics Commission figures. Much of that money has gone on a slew of negative television ads from both sides.

Also on Tuesday's ballot, incumbent City Attorney Carmen Trutanich was trailing in early returns behind his challenger, former state Assemblyman Mike Feuer.

Separately, a City Council-backed ballot measure to cut back the number of medical marijuana dispensaries permitted to operate in Los Angeles and to increase sales taxes levied on medicinal pot appeared to be heading for passage.

Dior presents cruise fashions amid stars in Monaco

MONACO (AP) ? The glittering star power of Cannes migrated up the coast to Monaco for front-row seats at Dior's colorful, sexy cruise fashion show.

With the Mediterranean Sea the picturesque backdrop, Dior showcased its 2014 collection on Saturday night. It was a wet, cold and generally miserable outside the white stage, but Raf Simons' designs provided the shimmering summery lift for the evening.

Among those on hand were Oscar-winner and Dior spokeswoman Marion Cotillard, actresses Ruth Wilson and Jessica Biel, and Prince Albert of Monaco, along with his fashionable wife, Princess Charlene.

Before the show, Biel called Dior's fashions beautiful, saying she also appreciated them because they were made for real woman. If that was the case, such women are dynamic gazelles who even in their downtime have multiple agendas.

There were sheer lace cover-ups, brightly colored dresses, and jackets and coats made of wool.

In press materials provided at the show, Simons explained his inspiration to prominently feature lace in the collection.

"I never worked with lace before," he said. "It was about transforming the meaning of the material; not romantic, not historical, not old, to something light, playful, colorful and modern ? with energy."

Many of the pieces had an effervescent feel, like the metallic blended with sheer lace and a strip of a coral floral print in one dress; a wool jacket and pants were made vibrant with bright red color.

But there were other outfits that had a more traditional look, like a flowing spaghetti-strap red dress that hit mid-calf at the front but draped near the floor in the back, and the one-piece bathing suits that harkened back to old-style Hollywood glamour ? particularly a brilliant blue piece with ruching in the back.

After an enthusiastic ovation for the show, guests such as Liv Tyler were shuttled to the Oceanographic Museum nearby as Prince Albert and his wife threw a reception that showcased some of the fashions ? including Dior ? worn by his late mother, Princess Grace.

Even liberal mainstays like the leg-thrilled Chris Matthews are getting in on the Obama bashing bandwagon with all that?s seeming to be revealed?

President Obama ?obviously likes giving speeches more than he does running the executive branch,? Chris Matthews said tonight.

Yes, you read that right: The MSNBC host who in 2008 felt a ?thrill going up my leg? after hearing Obama speak has grown disenchanted. Tonight?s episode of Hardball saw Matthews delivering a rare, unforgiving grilling of the president as severe as anything that might appear on Fox News.

?What part of the presidency does Obama like? He doesn?t like dealing with other politicians ? that means his own cabinet, that means members of the congress, either party. He doesn?t particularly like the press?. He likes to write the speeches, likes to rewrite what Favreau and the others wrote for the first draft,? Matthews said.

?So what part does he like? He likes going on the road, campaigning, visiting businesses like he does every couple days somewhere in Ohio or somewhere,? Matthews continued. ?But what part does he like? He doesn?t like lobbying for the bills he cares about. He doesn?t like selling to the press. He doesn?t like giving orders or giving somebody the power to give orders. He doesn?t seem to like being an executive.?

Wow, Chris. So sharp of you to notice. Not taking your Obamameds? What happened? Somehow I hear BB King playing a certain lick for you?

Is A Wake Up of Mainstream and Its Sycophants Possible?

Let?s hope so, some maybe, but I doubt it will take. They have their hands on the on/off switch. The manipulators are heavy handed as a first and last resort, while always pretending to care or protect. The point is, these are precarious times, and when you see these signals you need to watch very carefully ? right, left, center, up and down?and behind you.

Anything could break loose.

They are ripe to distract, using any measure necessary when it gets iffy for them. They?d micro-nuke an American city at the drop of a hat. 9/11 was a warm up. A very effective one but they are capable of much worse, and probably have some mass sacrifice planned for these later phases of their plan for world dominance. We?re dealing with very dark occult entities who have established massive inroads into human enablers who?ve sold their souls for their given self-aggrandizing seemingly flawless machinations for control and their version of Utopia.

Oddly enough without regard for the welfare of the current population.? A little give away there, you think?

If you think regular humanity is in for a wake up ? just wait until these self-serving cooperating-on the-ground traitors to humanity find out they?ve been played like voluntary chained slave rowers in an ancient attack ship about to drop to the bottom of the sea after fruitlessly ramming the SSTruth.

I have no sympathy for their plight. They should have asked some serious questions sooner, self serving death dealing bastards. You cross over the line you get what?s on the other side.

It?s that simple.

From the get go this guy was an illusion splayed on to the hive mind by projected reality TV. That?s all. Nothing more. He?s a creation for adoration, an image to feel comfortable and good about yourself with. That?s about it. Then they can make him say whatever the hell they want and the masses will swallow it.

That?s why he golfs, vacations, looks so cool, and trots his bullshit to willing local audiences. Matthews might be catching on, but as I said, they?ll thwart a full on realization, they always do. He?s so sold out there?s not much hope just in him, but we can hope.

I don?t give this dipshit cretin Obama credit for anything except being a complete sellout to the illusion he was programmed with. Even then, he?s no doubt a mind controlled cardboard cutout illusion that walks. His rhythmic chants are pusillanimous tripe that neither make rational sense nor have any connectivity to reality.

But as I say, who?s looking?

Boats carrying fleeing Rohingya Muslims capsize

SITTWE, Myanmar (AP) ? An overcrowded boat capsized while trying to escape a cyclone bearing down on Myanmar, tossing dozens of Rohingya Muslims into the sea. Eight bodies were found and more than 50 people were missing and feared dead, the United Nations said Tuesday.

More than 100 Rohingya were aboard the boat when it set sail late Monday night, said James Munn, an official with the U.N.'s Office for the Coordination of Humanitarian Affairs.

The U.N. said tens of thousands of Rohingya were endangered by the storm. About 140,000 people ? mostly Rohingya ? are living in flimsy tents and makeshift shelters in Rakhine state. They sought refuge in the camps after two outbreaks of Buddhist-Muslim violence last year.

Ashok Nigam, the United Nations' humanitarian coordinator in Myanmar, said nearly 70,000 of the displaced should be moved to higher ground. They are in low-lying areas along the coast that are highly susceptible to tidal surges and flooding. It was raining at the camps on Tuesday.

Cyclone Mahasen is expected to make landfall late Thursday or early Friday. The storm was heading toward Chittagong, Bangladesh, but could shift east and deliver a more direct hit on Rakhine state, according to Myanmar's Meteorology Department. Heavy rains and strong winds are expected to batter Rakhine.

Myanmar state television reported Monday that 5,158 people had been relocated from low-lying camps in the Rakhine state capital Sittwe to safer shelters, and an unspecified number from other areas. The U.N. said the government's plan had been to evacuate 38,000 internally displaced people on Monday and Tuesday.

International rights and aid agencies urged that the evacuations be stepped up.

"If the government fails to evacuate those at risk, any disaster that results will not be natural, but man-made," said Brad Adams, Asia director at Human Rights Watch.

Many people in Buddhist-majority Myanmar see Rohingya Muslims as illegal migrants from Bangladesh, even though many have lived in Myanmar for generations, and they are denied citizenship as a result.

Myanmar's southern delta was devastated in 2008 by Cyclone Nargis, which swept away entire farming villages and killed more than 130,000 people.

Rescued women happy to be home, release first statements

CLEVELAND (AP) ? Three women rescued from a house a decade after they disappeared said Sunday that they are happy to be home and pleaded for privacy so they can heal and reconnect with their families.

An attorney for the women also said they are extremely grateful for the support of family, law enforcement and the community.

Amanda Berry, Gina DeJesus, and Michelle Knight remain in seclusion and released their first statements since they were found May 6 after Berry escaped and called 911.

Ariel Castro is suspected of imprisoning the women inside his house for nine years or more, allowing them outside only a few moments, and raping them. A DNA test also confirmed that Castro fathered a 6-year-old girl who Berry gave birth to in the house. The girl escaped the house with Berry.

Castro is being held on $8 million bond. The 52-year-old former school bus driver was charged with four counts of kidnapping and three counts of rape.

The women, now in their 20s and 30s, vanished separately between 2002 and 2004. At the time, they were 14, 16 and 20 years old.

Attorney Jim Wooley read statements attributed to all three women.

Knight, who was the first to disappear and the last of the three released from the hospital, said, "Thank you to everyone for your support and good wishes. I am healthy, happy and safe and will reach out to family, friends and supporters in good time."

Berry added: "Thank you so much for everything you're doing and continue to do. I am so happy to be home with my family."

And DeJesus, the youngest of the three, said: "I am so happy to be home, and I want to thank everybody for all your prayers. I just want time now to be with my family."

The Associated Press does not usually identify people who say they are victims of sexual assault, but the women's names were widely circulated by their families, friends and law enforcement authorities for years during their disappearances and after they were found.

The attorney for the women said none of them will do any media interviews until the criminal case against Castro is over. He also asked that they be given privacy.

"Give them the time, the space, and the privacy so that they can continue to get stronger," Wooley said.

Castro was represented at his first court appearance Thursday by public defender Kathleen Demetz, who said she can't speak to his guilt or innocence and advised him not to give any media interviews that might jeopardize his case.

Castro's two brothers, who were initially taken into custody but released Thursday after investigators said there was no evidence against them, told CNN that they fear people still believe they had something to do with the three missing women.

Onil and Pedro Castro said they've been getting death threats even after police decided to release them. Pedro Castro said he would have turned in his brother if he had known he was involved in the women's disappearance.

"Brother or no brother," he told CNN.

British sailor dies during America's Cup practice

SAN FRANCISCO (AP) ? A 72-foot-long, high-tech catamaran sailboat capsized Thursday in San Francisco Bay while practicing for the America's Cup races this summer, killing an Olympic gold medalist from England and injuring another sailor, authorities said.

Artemis Racing said Andrew "Bart" Simpson died after the capsized boat's platform trapped him underwater for about 10 minutes shortly after 1 p.m.

Artemis and two other yacht teams, each outfitted with multimillion-dollar racing boats that can achieve speeds of 45 mph, are challenging defending champions Oracle Racing for the America's Cup, sailing's most prestigious trophy.

Simpson, 36, served as the Swedish team's strategist.

"The entire Artemis team is devastated by what happened," CEO Paul Cayard said in a statement on the team's website. "Our heartfelt condolences are with Andrew's wife and family."

Cayard didn't take questions during a brief news conference Thursday evening and didn't return telephone calls.

British newspapers reported that Simpson is survived by a wife and an infant.

Artemis Racing said doctors "afloat" with the team and on shore were unable to revive Simpson after he was freed from the wreckage. The other sailor suffered minor injuries, and the rest of the crew of about a dozen people was accounted for and taken back to their dock in Alameda.

Officials said winds were blowing between 15 and 20 knots (17 to 23 mph) when the boat capsized. The National Weather Service later issued a small-craft advisory, warning inexperienced mariners to stay off the bay and indicating winds of between 21 knots and 33 knots (up to 28 mph).

The Artemis boat flipped in winds of about 20 knots near Treasure Island, which is bisected by the Oakland-San Francisco Bay Bridge. The armada of rescue boats and helicopters were visible from the roadway.

Simpson and the unidentified injured sailor were brought to shore as the St. Francis Yacht Club in San Francisco, where paramedics performed CPR on Simpson. He was pronounced dead a short time later.

This is the second time a sailor has died during training for the America's Cup. In 1999, Martin Wizner of the Spanish Challenge died almost instantly when he was hit in the head by a broken piece of equipment.

No deaths have been recorded during the actual racing since its inception in 1851.

Simpson and his partner Iain Percy won an Olympic gold medal for England in 2008 in the Star class of sailing. The duo was expected to repeat in London in 2012 but was upset by a Swedish team and settled for silver.

Percy is Artemis' director and the boat's tactician. The team announced Feb. 23 that Simpson was joining Artemis to "provide weather and tactics support" to the crew.

A month later, Simpson tweeted: "Moving the family to San Fran for 6 months is pretty hectic!!! The cup should be fun though!!"

Artemis Racing has had its share of upheaval in the buildup to the 34th America's Cup. Late last year, skipper Terry Huthinson of Annapolis, Md., was released. He was replaced by Nathan Outteridge of Australia, who won a gold medal at the London Olympics.

The team has had technical problems, as well. Last fall, Artemis said the front beam of its AC72 catamaran was damaged during structural tests, delaying the boat's christening. A year ago, Artemis' AC72 wing sail sustained serious damage while it was being tested on a modified trimaran in Valencia, Spain.

This also wasn't the first America's Cup boat to capsize on the hard-blowing San Francisco Bay. Oracle's $10 million boat capsized in 25-knot winds in October, and strong tides swept it four miles past the Golden Gate Bridge. No one was injured, but the rough waters destroyed the 131-foot wing sail, and the boat was sidelined until a new sail shipped from New Zealand was installed in February.

Stephen Barclay, CEO of the America's Cup Event Authority, said officials were investigating Thursday's accident. He said it was unclear what effect the death will have on the America' Cup races, which are scheduled to run from July to September.

It was too soon to answer questions about the safety of the high-tech boats on the San Francisco Bay, Barclay said.

"Obviously a catamaran is more prone to capsizing than a mono-hull," he said. "Whether boats are safe or unsafe, we're not going to speculate on those things."

In addition to sailors wearing crash helmets and life vests, chase boats carry doctors and divers, Barclay said.

"There are lots of precautions that are taken, and some of those are as a result of Oracle's mishap last year," he said.

The boats participating in the latest America's Cup more resemble a space craft than the traditional sloops that historically competed for the trophy.

Financed by billionaire Larry Ellison, Oracle Team USA won the 2010 cup and made several changes to the races this year in an attempt to make the staid competition more fan- and TV-friendly.

While much faster and more exciting than the sloops, the catamarans have proved hard to handle. The wing sail looks and acts like an airplane wing, improving the yacht's speed and maneuverability. The 7-ton boat's hulls are lifted out of the water and it skims along the waves on "foils," reducing the drag on the boat and increasing speed dramatically.

Coast Guard Lt. Jeannie Crump said the agency did not know the extent of the damage to the Artemis boat. A commercial salvage boat would tow the vessel to Clipper Cove, between Yerba Buena Island and Treasure Island, Crump said.

She added that Coast Guard officials weren't sure what caused the boat to capsize. The Swedish team has two boats, she said.

Ronda Rousey named one of 50 women changing the world

UFC women's bantamweight champion Ronda Rousey has already changed the UFC. As the first woman to sign with MMA's biggest promotion and its first champion, Rousey made history when she beat Liz Carmouche at UFC 157. According to one magazine, Rousey isn't just changing MMA. She is one of Business Insider's "50 Women Changing the World."

Ranked 42nd on the list, Business Insider points out that the trash-talking Rousey has changed the sports world. She shares the list with fellow athletes Brittney Griner and Serena Williams, as well as Sen. Gabrielle Giffords, Supreme Court Justice Sonia Sotomayor, and former Secretary of State Hillary Clinton.

Rousey's mark on the sporting landscape is unquestionable, but BI is right to say she is having an effect beyond sports. Her popularity proves that her reach is far beyond MMA fans.

And her popularity is not slowing down. Rousey was on the cover of ESPN the Magazine's 15th anniversary magazine, and recently posed for Maxim magazine's Hot 100. She will coach against Cat Zingano in the next edition of "The Ultimate Fighter," slated to premiere in September.
