Along with the social post, users also filled out an application here. Today, however, the window has closed.

Central African Republic rebels threaten to resume fighting

BANGUI (Reuters) - Rebels in Central African Republic threatened on Monday to resume fighting, accusing President Francois Bozize of failing to honor a peace deal signed last month.

Bozize agreed in mid-January to form a national unity government to end an insurgency which swept to within striking distance of Bangui, the capital of the mineral-rich former French colony.

Opposition figures and members of the rebel Seleka coalition did take up key posts in that government in February - but the insurgents said they were still waiting for the president to free prisoners and meet other demands.

"We are waiting for Bozize to respect and implement the main points ... otherwise we will be forced to take up arms again," Nouredine Adam, a senior member of Seleka told Reuters.

No one was immediately available to comment from the government.

Seleka, a grouping of five rebel movements, launched its insurgency in early December, accusing Bozize of reneging on an earlier peace deal.

As a condition of this year's agreement, it demanded the release of political prisoners and the withdrawal of most of the foreign forces that were brought to reinforce the army during the uprising.

Adam said in a separate statement neither of those conditions had been met. He also accused Bozize of acquiring weapons.

Seleka rebels refused on Sunday to start disarming or pull out of positions in towns and villages on Sunday. Adam said Seleka had not been consulted over the proposed withdrawal.

The essence of the flap is Woodward?s assertion that Obama administration officials (and the President himself) fathered the notion of sequestration as a way of forcing all hands in Washington to come up with a rational spending cut and revenue plan for reducing the federal deficit, and that Obama had ?moved the goal posts? on budget negotiations by seeking new revenues to accompany spending cuts.

Elaborating in a statement Sunday, the White House said, ?There has never been any question that the President seeking revenues as part of a plan to replace the automatic cuts in the sequester was expected from the very beginning in the 2011 fiscal negotiations and the passage of the Budget Control Act. That the President today is seeking a balanced plan to replace it with revenues and entitlement reforms cannot in even the slightest way be considered a change of policy, a change of expectations, or moving the goalposts.?

To which Woodward responded in an email to Politico: "The White House pushback is a classic case of distortion and confusion.?

"We unfortunately have seen this too often in recent presidential history,? he emailed. ?I do not think it is willful. They are just mixed up, surprisingly so."

Since this is Oscar night, we pause to note that in an earlier drama Woodward was played by Robert Redford in the 1976 movie about how he and Carl Bernstein ? Dustin Hoffman on screen ? unearthed the Watergate scandal that brought down Richard Nixon, launching a generation of would-be investigative reporters and securing tenure for their journalism professors.

The Bill & Melinda Gates Foundation and Fundaci?n Carlos Slim have announced a partnership in support of efforts by the Centro Internacional de Mejoramiento de Ma?z y Trigo (International Maize and Wheat Improvement Center CIMMYT) in Mexico to develop and disseminate higher-yielding, more resilient wheat and maize varieties.

?CIMMYT has dedicated $25 million to a new research complex situated 20 miles from Mexico City, funded by Fundaci?n Carlos Slim. According to a joint statement issued by both organisations, the new biotechnology facilities and enhanced research capacity on site will make it possible for scientists to develop seeds better able to tolerate heat and drought and have a greater degree of resistance to diseases and pests. Expanded training facilities will enhance CIMMYT?s ability to develop and deliver digital technologies including mobile technology to provide farmers with information about weather, market prices, and recommended practices for their crops. The overall aim is to increase farmer production in a sustainable way and improve food security.?The Gates Foundation will work to ensure that the techniques, products and other resources developed through the research are donated or provided cheaply to maize and wheat farmers in Africa and South Asia.

[News] NBA Spokesperson Refutes Claim That Lil Wayne Is Banned

A spokesperson from the NBA says that Lil Wayne's claim that he is banned from league events is false.

It appears that Lil Wayne may have exaggerated reports that he has been barred from attending live NBA events.

In a recent report from TMZ,?Mark?Broussard,?the Senior Director of Basketball Communications for the NBA,?said that there is "no truth at all" to the New Orleans rapper's claims that he has been banned from attending any further NBA games. Broussard even went on to say that the rapper?voluntarily?left the Miami Heat game from which he was allegedly ejected.

Last week, Lil Wayne made headlines when he claimed that the Miami Heat basketball organization forcibly ejected him from a game for rooting for the Los Angeles Lakers. Wayne took his feud further at a concert this past weekend in Houston, claiming that he had an affair with the wife of Heat power-forward/center Chris Bosh.

This isn't the first time Lil Wayne has sparked a beef with the National Basketball Association. Last year, he said he was barred entry to an?Oklahoma City Thunder play-off game, a claim the team organization later denied.

An Indian and French partnership will make way for new solar power projects in the eastern part of India to help address the combined land, energy and water issues in the region.

Klystron Electronics Pvt. Ltd. from Kolkata and Ciel et Terre from France signed a memorandum of agreement to build floating solar photovoltaic plants using the latter?s ?hydrelio? technology.

The collaboration was facilitated by the European Business and Technology Center, a program co-funded by the European Union to assist clean technology opportunities between businesses, and academic and research institutions.

"As the name suggests, floating solar technology does not require land for its installation, the Eastern as well as North-Eastern region needs energy and has an abundance of water bodies,? said Gautam Ghosh, Klystron Electronics Pvt. Ltd.?s executive director.

?With the availability of floating solar, the region can contribute to the compensation of energy requirement to certain extent, especially in the rural areas. Support will be required from all stakeholders for the diffusion of such a useful technology,? he added.

According to E.B.T.C., the hydrelio system provides a reliable and eco-friendly way to save valuable land and convert a water area into a profitable large scale solar power plant, with maximum capacity of 50 megawatts.

It generates more energy than land-based system of a similar size and has a 30 year lifespan. By shielding the water from the sun?s heat, the floating solar P.V also reduces water evaporation, increasing return of investment, says Ciel et Terre.

Under the terms of the agreement, Klystron Electronics and Ciel et Terre will work together in evaluating and tapping the vast opportunities to further develop floating solar P.V. projects.

Suman Lahiri, E.B.T.C.?s regional manager, said this joint venture will help in deploying the technology, not just in West Bengal, but also across the water-rich areas in India. This is one of the initiatives that E.B.T.C. is implementing in the region. ? EcoSeed Staff

Palm's Touchstone dock immediately came to mind when we first saw LG's Nexus 4 Wireless Charger last fall (now available for $60 in the Play Store). Both devices are circular, with a micro-USB port in back and a slanted front surface on which to rest the phone. That's where the similarities end -- while the Touchstone is cylindrical and uses a proprietary wireless charging system, the Nexus 4 Wireless Charger is larger, spherical and Qi-compatible. Another major difference is that Palm's dock uses permanent magnets to line up and secure the handset, and LG's accessory relies primarily on the friction / suction between a rubber ring and the glass back of Google's flagship phone. Design-wise the Nexus 4 Wireless Charger looks similar to a smaller Nexus Q cut in half, down to the matching recessed square connector cutout.

In the box you'll find a 5V 1.8A AC adapter (vs. 1.2A for the one supplied with the Nexus 4) along with a micro-USB cable (longer than the one provided with the handset). The manual warns to "use only the power adapter and micro-USB cable that come with your Nexus 4 Wireless Charger", but we didn't have any trouble with other USB power sources beyond longer charging times. We tested the dock with the Nexus 4, Droid DNA, Lumia 920 and Lumia 822 (with the optional Wireless Charging Cover) -- basically, LG's accessory provides the same experience as Nokia's Wireless Charging Plate ($50), which is also Qi-compatible. The $10 difference buys you a matching design and a spare USB power adapter and micro-USB cable (Nokia's plate comes with a proprietary AC adapter). It takes about 4 hours to fully charge Google's flagship phone using wireless power -- check out the gallery above for some action shots.

Senior wicketkeeper-batsman of Pakistan, Kamran Akmal believes the only way for Misbah and Co to make a comeback in the ongoing three-Test series against South Africa is to play aggressively and positively against the fearsome Proteas pace attack.

"Given the nature of the pitches in South Africa which have pace and bounce you have to keep playing your shots because it is not possible to survive without being positive. The pitches will always have something for the bowlers at any given time," said Kamran while speaking to media reporters ahead of the second Test of the series, starting in Cape Town from February 14.

Pakistan cricket team faced a 211-run crushing in the series opener in Johannesburg last week, after being bowled out for just 49 in their first innings. There are fears of another repeat in the second Test, owing to the Cape Town wicket, which has notoriously produced low scores over the last two years. Australia, after having rolled over the hosts for 92, bowled out for just 42 in 2011, while New Zealand recently fell for 45 runs.

Kamran praised Nasir Jamshed and Asad Shafiq for playing responsible cricket in the second innings. The experienced batsman insisted that Pakistan is a very good side and was confident the tourists would make a strong come back in Cape Town.

"Pakistan is a very good side and capable of bouncing back anytime. But we must be mentally prepared for another bouncy and seaming track in Capetown," he said.

It may be noted here that Kamran Akmal, a veteran of 53 Tests, 143 One Day Internationals and 49 T20 Internationals, was overlooked for the South Africa Tests owing to his struggling form. However, he is in line to be picked up for the one-day and T20 leg of the itinerary.

The three-match Test series between Pakistan and South Africa will be followed by two T20 Internationals and five ODIs.

Meanwhile, uncapped Pakistan batsman Haris Sohail has been ruled out of the ongoing South Africa tour due to an ankle injury. Sohail, who is yet to make his debut in any format for Pakistan, has returned home to undergo a four-week rehabilitation programme.

SATURDAY, Feb. 9 (HealthDay News) ? Children with autism are five times more likely than other kids to have feeding issues, such as being especially picky eaters or having ritualistic behaviors or extreme tantrums during meals, new research finds.

These problems can lead to deficiencies in calcium, protein and other nutrients, according to the study, which was published online this month in the Journal of Autism and Developmental Disorders.

Healthy eating promotes a child?s growth and development, and mealtimes provide important opportunities for children to socialize, the researchers noted. Chronic feeding troubles increase a child?s risk for problems such as malnutrition, poor growth, social difficulties and poor school performance.

The researchers added that there is growing evidence that feeding problems and dietary patterns among children with autism may put them at increased risk for long-term health problems such as poor bone growth, obesity and cardiovascular disease.

?The results of this study have broad implications for children with autism,? study author William Sharp, an assistant professor at Emory University School of Medicine in Atlanta, said in a university news release.

?It not only highlights the importance of assessing mealtime concerns as part of routine health care screenings, but also suggests the need for greater focus on diet and nutrition in the autism community,? added Sharp, who also is a behavioral pediatric psychologist in the Pediatric Feeding Disorders Program at Marcus Autism Center in Atlanta.

Sharp said that despite the risk of long-term medical issues, feeding problems often are overlooked in relation to other areas of concern in the autism population.

?Our findings have immediate and important implications for the work of practitioners serving children and families with autism, who in the absence of such information may struggle to address parents? concerns, or, worse, may fill the void with alternative treatments that may be ill-conceived or even harmful to children and families,? Sharp explained.

All mammals started out as tiny creatures

A tiny, furry-tailed creature is the most complete picture yet as to what the ancestor of mice, elephants, lions, tigers, bears, whales, bats and humans once looked like, researchers say.

These new findings also suggest this forerunner of most mammals appeared shortly after the catastrophe that ended the age of dinosaurs, scientists added.

"Species like rodents and primates did not share the Earth with nonavian dinosaurs, but arose from a common ancestor ? a small, insect-eating, scampering animal ? shortly after the dinosaurs' demise," said researcher Maureen O'Leary at Stony Brook University in New York.

The study was so thorough that the team, made up of 23 scientists from around the world, was able to speculate on the appearance of this hypothetical ancestor inside and out, from its brain and inner ear bones to its ovaries and even what its sperm may have looked like (it sported a head and tail like modern-day sperm cells do).

The largest living branch of the mammalian family tree holds the placentals ? mammals that keep fetuses alive with placentas, as opposed to marsupials such as kangaroos, which raise offspring in pouches, or monotremes such as platypuses, which develop fetuses in eggs. "There are over 5,100 living placental species and they exhibit enormous diversity," said researcher Nancy Simmons at the American Museum of Natural History.

The roots of placentals
Much remains controversial about the origins of placentals, such as when they arose and how they diversified. Fossil evidence suggests they evolved after the end-Cretaceous mass extinction event about 65 million years ago that ended the age of dinosaurs; and the "explosive model" based off this data proposes that placental lineages emerged and diversified to fill niches left vacant after this catastrophe. However, genetics research suggests placental lineages were actually far older, hinting their diversification was linked to the breakup of the continents before the end of the Cretaceous period.

"In the field of mammal research, there had been a big divide between people working with DNA and others working on morphology," said researcher John Wible at the Carnegie Museum of Natural History in Pittsburgh.

To uncover the roots of the placental family tree and help resolve the decades-old debate as to when placentals evolved, an international team of researchers took part in a six-year research collaboration called Assembling the Tree of Life. The project adopted two distinct approaches to evolutionary studies ? molecular data, which examines DNA, and morphological data, which looks at anatomical features such as bone length, types of teeth and the presence of stripes in the fur. The molecular team gathered DNA sequences of living animals while the morphology team analyzed the anatomy of both living and extinct mammals. The molecular team was limited largely to living mammals because researchers currently cannot extract genetic material from fossils more than 30,000 years old, so morphological data was key when it came to exploring more ancient branches of the mammal family tree.

"Discovering the tree of life is like piecing together a crime scene ? it is a story that happened in the past that you can't repeat," O'Leary said. "Just like with a crime scene, the new tools of DNA add important information, but so do other physical clues like a body or, in the scientific realm, fossils and anatomy. Combining all the evidence produces the most informed reconstruction of a past event."

Mammal morphology bank
When it comes to studying morphology, a dataset of 500 anatomical characteristics, or "characters," is often considered large. However, for this new project, the researchers generated a groundbreaking 4,500 characters using a cloud-based and publicly accessible database called MorphoBank.

"We couldn't have accomplished this without MorphoBank," said researcher Michelle Spaulding at Carnegie Museum of Natural History. "This website allowed members of the team, spread all over the globe, to work simultaneously."

Combining both DNA and morphological datasets led to an unprecedented amount of information for each of the 83 mammals they investigated.

"It's not that we hadn't combined morphology with DNA before," Spaulding said. "This time, we ratcheted up the amount of morphological detail phenomenally, providing a larger anatomical base for the study as compared with DNA than is typical."

What our ancestor looked like
From all this data from living and extinct mammals, the scientists extrapolated the appearance of the most recent common ancestor of all placental mammals.

"We have all these placentals alive today, from elephants to shrews, from things that fly to things that swim," Spaulding said. "What could the common ancestor of these things that are so different possibly look like?"

The scientists then worked with an artist to illustrate this ancestor. In addition to a furry tail, the researchers suggest the four-legged creature likely ate insects, weighed from 6 grams (about the weight of some shrews) up to 245 grams ? less than half a pound ? and was more adapted for general scampering than built for more specialized forms of movement, such as swinging from trees. Also, its cerebral cortex ? the part of the brain linked to higher mental processes ? was probably convoluted, folds linked with greater brain activity, the researchers found.

"That's the power of 4,500 characters," Wible said. "We looked at all aspects of mammalian anatomy, from the skull and skeleton, to the teeth, to internal organs, to muscles and even fur patterns. Using the new family tree of mammals in tandem with this anatomical data, we were able to reconstruct what this common placental ancestor may have looked like." Their research also suggested placental mammals appeared after the end of the age of dinosaurs, with the original ancestor developing about 200,000 to 400,000 years after the event.

"This is about 36 million years later than the prediction based on purely genetic data," said researcher Marcelo Weksler at Brazil's National Museum at the Federal University of Rio de Janeiro.

This supports the notion that the mass extinction was a critical event in mammalian evolutionary history. "The diversification of placental mammals was not tied to the breakup of continents from a supercontinent, Gondwana," O'Leary told LiveScience.

The discrepancy between these findings and past research that looked only at genes is the result of the way genetic studies "assign a rate of change to genes through time," O'Leary explained. "A weakness of that approach is that it involves many assumptions about rates of gene change through time."

In the future, "I will continue looking for key fossils from the Late Mesozoic and Early Paleogene that help us contribute even more to this family tree," O'Leary said. "I have been working in Africa to make such discoveries with projects in Mali and Senegal. I plan to continue trying to make fossil discoveries that expand the placental mammal family tree."

The scientists detail their findings in?Friday's issue of the journal Science.

Postal Service tries to get smarter on routing

WASHINGTON (Reuters) - The Postal Service is soliciting advice on how to create a new, high-technology system for routing mail and packages, in a move that could help close the gap between it and private-sector rivals FedEx and UPS.

The financially struggling mail agency said it wants a "dynamic routing" strategy that can help it offer new products that could boost revenue, such as same-day delivery and pickups at retail locations.

It would also help the agency deliver more efficiently as it moves to five-day delivery of first-class mail. The Postal Service announced on Wednesday that it will phase out Saturday delivery to cut costs.

The U.S. agency has struggled for years to regain financial footing as it grapples with massive payments for future retiree health benefits and as Americans' reliance on online communications drives down mail volume. It lost nearly $16 billion in its last fiscal year.

The mail agency quietly posted last month a "request for information" on a U.S. government website seeking advice from private companies or individuals for a dynamic routing system for delivering individual packages outside its day-to-day routes. It is not offering any compensation for information at this point.

The Postal Service sees an opportunity in the growth of e-commerce, but it lacks a state-of-the-art software or GPS-based system to help the deliverer find individual addresses and the best routes to get there.

"There's an upside and a downside to the Internet," USPS spokeswoman Sue Brennan said in an interview. "It has decreased our first class mail, but what it's done is that people are shopping online and they need someone to deliver these packages."

Postal Service mail volume has dropped by about 25 percent over the last decade as more Americans communicate through email. But the National Retail Federation projects that online retail sales could go up by up to 12 percent this year, which translates into an increased need for package delivery services.

"We're looking for a system that will enable expedited delivery of packages in a delivery sequence that makes best use of our resources: employees, their time, fuel, etc, outside of regular carrier routing," Brennan said. "Someone could just be delivering packages and it wouldn't be every house in a neighborhood - so what's the best way to get to all the addresses in a specific geographic area or ZIP Code?"

The Postal Service's main competitors, FedEx and UPS, have been using dynamic routing for years, and are able to do more with less using this system, said Jeff Kauffman, a transportation analyst with research firm Sterne Agee in New York.

"I would argue that the Post Office doesn't understand the flow on an individual basis. The Postal Service infrastructure was created a world ago for a world that has changed," he said.

Dynamic routing, Kauffman said, would make the Postal Service more efficient and more relevant, but wouldn't necessarily give it a competitive advantage over UPS and FedEx.

Unlike its competitors, the Postal Service remains constrained by its universal service obligation, including delivering to remote places that aren't profitable. FedEx and UPS don't have this problem, and often use the services of the Postal Service for final-mile deliveries. Both private companies seem to welcome the Postal Service's attempt to improve.

Kara Ross, a spokeswoman for UPS, said in an email that dynamic routing is a fairly complex system, and that UPS is continually updating its technology to be more efficient in delivery. "We utilize dynamic routing extensively and we view our systems as a competitive asset," she said. "We encourage competition, and the use of such technology by USPS is not unexpected."

FedEx spokeswoman Maury Donahue, said the company - a major customer of and supplier to the Postal Service - supports any efforts by the Postal Service to successfully manage its business. "We believe that a healthy Postal Service, the largest postal operator in the world, is important to America," she said via email.

At this point, the Postal Service is collecting information and has no plans yet to award a contract.

Kauffman said dynamic routing would help the Postal Service make more money over the long term, but a new system wouldn't necessarily come cheap.

"It's do-able," he said. "The question is does it require a technology investment?

Chat issues

It would seem I am unable to use the chat. Whenever I click the chat link at the top of the page and select the Multiverse roleplay (for which I have made two characters), the chat interface loads for me, but displays no userlist and is generally unresponsive.

Occasionally I am able to grab a glimpse of Gambit's Bar if I navigate to it through the 'Places in the Multiverse' button, but am unable to post any messages and if I then try to go to the OOC chat I am greeted again to a completely blank UI without any listed users and can no longer see anything of Gambit's Bar.

Any ideas on the cause of this problem and solutions to it would be greatly appreciated.
