(AP) ? Violence in Afghanistan fell in 2012, but more Afghan troops and police who now shoulder most of the combat were killed, according to statistics compiled by The Associated Press.

At the same time, insider killings by uniformed Afghans against their foreign allies rose dramatically, eroding confidence between the two sides at a crucial turning point in the war and when NATO troops and Afghan counterparts are in more intimate contact.

"The overall situation is improving," said a NATO spokesman, U.S. Air Force Lt. Col. Lester T. Carroll. He singled out Afghan special forces as "surgically removing insurgent leaders from the battle space."

Gen. Mohammad Zahir Azimi, spokesman for the Afghan Ministry of Defense, said Afghan forces were now charged with 80 percent of security missions and were less equipped to face the most lethal weapon of the militants ? roadside bombs.

"Our forces are out there in the battlefields and combat areas more than at any other time in the past," he said, citing reasons for the spike in casualties.

U.S. troop deaths, overall NATO fatalities and Afghan civilian deaths all dropped as insurgent attacks fell off in their traditional strongholds in the country's south and east. However, insurgent activity was up in the north and west, where the Taliban and other groups have been less active in the past, and overall levels of violence were higher than before a U.S. troop surge more than two years ago.

U.S. troop deaths declined overall from 404 last year to 295 as of Saturday. The Defense Department says 1,701 U.S. troops have been killed in action in Afghanistan since the U.S. invasion in 2001 until Dec. 26. Of those, 338 died from non-hostile causes. Some 18,154 were wounded.

A total of 394 foreign troops, including the Americans, were killed in 2012, down from 543 in 2011. The British, with the second-largest military presence, had 43 killed ? the second-highest toll among countries with forces in Afghanistan, by AP's count.

The AP keeps daily tallies of casualties and violent incidents across Afghanistan based on reports from NATO and Afghan officials. Most cannot be independently verified, and other incidents may never come to light. The statistics sometimes vary from official counts because of time lags, different criteria and other reasons.

Deaths from so-called insider attacks ? Afghan police and troops killing foreign allies ? surged to 61 in 45 attacks last year compared with 2011, when 35 coalition troops were killed in 21 attacks.

The number, provided by the NATO command, does not include the Dec. 24 killing of an American civilian adviser by a female member of the Afghan police because the investigation is ongoing.

The focus of NATO's mission has largely veered from the battlefield to training the Afghans ahead of a pullout of most troops by 2014. The U.S plans to maintain a residual force, the size of which is now being determined.

A NATO report that tracks violence in the country showed a rise this year compared with the period before the surge of U.S. troops into the country. But the levels were down from last year and a peak in the summer of 2010. Kabul and the country's second-largest city, Kandahar, saw a considerable drop in lethal attacks, but districts in Kandahar province remain among the most restive in Afghanistan.

Militant attacks, the report said, decreased countrywide by 7 percent through November compared with the same 11-month period last year. But they were up in the northern and western parts of the country, which previously had been among the most peaceful regions.

Although NATO officials frequently credit Afghan troops with successful unilateral operations, a recent U.S. congressional report noted that higher-level Afghan units still need vital air, logistics and other support from foreign forces.

More Afghan police and soldiers are dying in the conflict, according to numbers provided by the interior and defense ministries.

More than 1,050 Afghan troops died this year, substantially higher than last year, although the ministry could not provide the exact 2011 death toll.

Nearly 1,400 police died in the 10 months from March 21 to the end of the year, compared with about the same number for the 12 months beginning March 21, 2011. The Afghan government follows a calendar year starting March 21.

NATO says Afghan security forces have grown from 132,000 in March 2011 to 333,000 this month.

The AP tally showed that at least 822 Afghan civilians had been killed by the Taliban and other militants this year while another 119 died in NATO airstrikes and other operations. That was a decrease from last year, when 1,151 were killed by insurgents and 283 by NATO. Substantially smaller numbers perish when caught in crossfires.

The United Nations reported different casualty figures but also noted that civilian deaths had decreased, reversing a five-year trend of mounting civilian deaths. Its latest report says that during the first six months of the year, 1,145 civilians died in conflict-related violence, compared with 1,510 in the same period of 2011. The U.N. considers insurgent land mines and roadside bombs to be particularly deadly for civilians.

Close to 3,000 militants were reported to have been killed by coalition and Afghan forces this year, compared with more than 3,500 last year. The NATO command does not issue reports on the number of insurgents its troops have killed, and Afghan military figures, from which the AP compiles its data, cannot be independently verified.

White House urges parties in dock dispute to come to terms

WASHINGTON (Reuters) - The White House on Friday urged dock workers, port owners and shippers to resolve a labor dispute that threatens to deteriorate into a strike that could affect 15 ports on the U.S. Atlantic and Gulf coasts.

"Federal mediators are assisting with the negotiations, and we continue to monitor the situation closely and urge the parties to continue their work at the negotiating table to get a deal done as quickly as possible," White House spokesman Matt Lehrich said.

Dock workers, port operators and shippers face a deadline on Saturday for resolving the dispute.

The International Longshoremen's Association, the union representing the dock workers, and the U.S. Maritime Alliance, a group of shippers and port operators, are deadlocked over an employment contract that expired at the end of September but has been extended. The union has said that if the contract expires without a resolution, it could call a strike a day later.

The White House had no comment on whether the president would consider invoking federal law to impose a cooling off period. Florida Governor Rick Scott, a Republican, asked President Obama to invoke the 1947 Taft-Hartley Act, which allows the president to prevent or interrupt a work stoppage.

The law calls for an 80-day cooling off period and mediation.

William Spengler Identified As Webster Firefighter Shooter; Killed Grandmother In 1980s

The shooter who shot and killed two responding firefighters and injured two others in Webster, New York this morning has been identified as convicted killer William Spengler, 62.

Police say that Spengler spent 17 years in prison for killing his grandmother in 1980. He was found dead of a self-inflicted gunshot wound after the violence at the fire this morning.

Webster Police Chief Gerald Pickering said Spengler set a home on fire on Lake Road and waited for firefighters to arrive, ambushing them with gunfire. His motive is unclear. The shooting killed Lt. Mike Chiapperini, 43, a volunteer firefighter and Webster Police Department?s public information officer, and firefighter Tomasz Kaczowka. Theodore Scardino and Joseph Hofsetter were also shot and are recovering in guarded condition at Strong Memorial Hospital.

In addition a police officer from Greece who was driving by was hit by shrapnel and injured.

Several weapons were used at the shooting today, including "at least" an assault rifle, Pickering said.

"This is an individual who obviously had a lot of problems," he said, adding that there were "probably some mental health issues."

Pickering said Spengler was arrested in 1980 and convicted of killing his grandmother, serving time until 1998.

The fires are reportedly under control, Webster police officials said at a press conference. Four homes were completely destroyed in the blaze and four more were damaged.

Lawfare ? Zero Dark Thirty

(Note from the Review Editor: We?re pleased to welcome this film review by Lawfare?s own Alan Rozenshtein; the Book Review also handles occasional reviews of media other than books. Other Lawfare contributors will likely weigh in on different matters raised by the film; we?re happy to start with this straight-out movie review.)

Yesterday I saw?Zero Dark Thirty,?which goes into wide release early next month. Like?many?reviewers, some in-the-know?senators, and (in a remarkable statement) the?acting head?of the CIA, I was disturbed by the movie?s portrayal of waterboarding and other forms of torture the CIA used against terror suspects in the initial years after 9/11. (I use the word ?torture? for its commonly understood meaning, not as a legal term of art. I don?t mean to wade into the debate over whether the CIA?s ?enhanced interrogation tactics? rose to the level of torture as defined in treaties and domestic law.) But I disagree with the growing consensus that?Zero Dark Thirty?s depiction of torture??mars an ambitious project??that is otherwise a??stylistic masterpiece.??Zero Dark Thirty?is just not that good of a movie; its treatment of torture is only one of its problems.

First, unless you?ve already mastered the bread-crumb trail of intelligence that led to bin Laden, the first half of the movie is impossible to follow. One disjointed interrogation follows another, and an already overlong movie is padded with unhelpful scenes of CIA agents communicating in a dense, difficult-to-follow code of counterterrorism-speak. The dialogue is an exercise in inside baseball, which works well in drawn-out procedurals like?The Wire, where the audience has a few seasons to learn the vocabulary, but fails here. Viewer manage to orient themselves just in time for the field agents and Langley bureaucrats to be replaced by Seal Team Six, who turn the last quarter of the movie into a fairly standard (albeit highly entertaining) shoot-em-up. Of course, the audience?s confusion reflects that of the CIA, through years of cold leads and misinformation. In that way,?Zero Dark Thirty?usefully depicts the reality of intelligence work. But it?s a movie, after all, and it purports to tell a story; it?d be nice to walk away from it with a coherent narrative of how the U.S. found bin Laden.

Second, for a nearly three-hour movie that focuses on a small cast of CIA agents, there?s surprisingly little character development.?Zero Dark Thirty?gives little insight into the inner lives of the women and men who spend over a decade hunting one man. You get the standard tropes: an attractive young CIA agent with an obsessive pursuit of justice, a hardened interrogator who displays his soft side ? he likes to feed ice cream to monkeys ? when he?s not matter-of-factly telling prisoners, ?When you lie to me, I hurt you.? The effect of a hunt on the hunters is at least as interesting as is its effect on the hunted; it?s a shame that?Zero Dark Thirty?glosses over it. The one interesting character comes at the beginning: al-Qaeda operative Anmar, whose torture and interrogation brutally show the limits of psychological resilience. (Anmar is spectacularly portrayed by French Algerian actor Reda Kateb in the movie?s standout performance.)

Perhaps asking for brisk pacing and intelligent character development is too much in a movie that?s clearly trying to be authoritative. Therein lies one of the contradictions of?Zero Dark Thirty: it can?t decide whether it wants to be a work of journalism or entertainment. It plays too fast and loose with the facts to be the former. As acting CIA Director Michael Morell notes, it took ?a decade-long effort [by] hundreds of officers,? not a handful, to track down bin Laden. The real story is as much about the Agency as it is about agents. But the movie hews too close to the actual facts to work as a three-hour feature film.

It?s tempting to stop there, given the over-saturated press coverage of?Zero Dark Thirty?s torture scenes. But it?s impossible to watch the movie and not come away with the sense that something is very wrong with how it deals with this important topic. Kathryn Bigelow,?Zero Dark Thirty?s director, clearly intended that torture figure centrally: the movie opens with a particularly brutal interrogation, and there are numerous other scenes throughout the first half, as the CIA lurches from one dead-end lead to another. Critics of?Zero Dark Thirty?(and especially of Bigelow) have been scathing on this point. Some of these attacks overreach, especially those that portray Bigelow as a torture apologist. The film unflinchingly forces the audience to witness the effects of torture: grown men soiling themselves and weeping from fear as they are stuffed in boxes and endure simulated drownings. And it certainly doesn?t explicitly endorse torture. But even a charitable interpretation leads to the conclusion that torture, even if it didn?t directly lead the U.S. to bin Laden, provided important intelligence and was in any case a reasonable way to start the hunt.

Perhaps Bigelow herself believes this interpretation, in which case the criticism is properly aimed at her as a historian. By?many?accounts, information gained from torture played at most a small role in the intelligence leading up to bin Ladin?s death. (To be fair, such information helped point the U.S. to bin Laden?s courier and thus ultimately to his hiding place in Abbottabad, as Mark Bowden argues in?The Finish, his influential account of the hunt for bin Laden. But he concedes that it?s impossible to know whether the U.S. could have obtained the information under standard interrogation techniques, noting that ?torture may not have been decisive, or even necessary,? even if ?it was clearly part of the story.? The CIA?s Morrel similarly notes, after denying that intelligence from torture was ?the key to finding Bin Laden,? that ?whether enhanced interrogation techniques were the only timely and effective way to obtain information from those detainees, as the film suggests, is a matter of debate that cannot and never will be definitively resolved.?) If, on the other hand, Bigelow doesn?t think that torture was effective, necessary, or justified, then it was irresponsible to not make that clear, especially in a movie that piles one confusing interrogation on top of another. (Spencer Ackerman?views?Zero Dark Thirty?s torture scenes as a subtle argument?against?torture. Even if this was Bigelow?s intention, which I?m not convinced it was, the movie is simply too hard to follow for that message to come through at all, let alone clearly.) Not all art is political, and Hollywood?s responsibility is primarily to entertain, not educate. But the hunt for Osama bin Laden is a unique story that demands extra caution in the retelling, especially when done in the form of a widely watched blockbuster. If drama butted up against truth, Bigelow should have compromised the drama, not the truth.

Bigelow is an immensely talented filmmaker.?The Hurt Locker, her previous movie about a bomb squad in Iraq, is a masterpiece for which she deservedly won an Oscar. But?The Hurt Locker?wasn?t constrained by a complex, pre-existing story. It could tell its own. Nor did it have to grapple with anything remotely as controversial and polarizing as torture inflicted by Americans.?Zero Dark Thirty?isn?t a bad film; it?s just not a good enough one, especially given the importance and challenge of its subject. I?m willing to accept that no one would have done a better job than Bigelow in making a movie about the decade-long hunt for Osama bin Laden. That just means that?Zero Dark Thirty?shouldn?t have been made. Sometimes it?s better not to tell a story at all than to tell it badly.

BAGHDAD (AP) ? Iraq's finance minister on Thursday accused a "militia force" of kidnapping members of his staff and said he holds the prime minister personally responsible for their safety.

Finance Minister Rafia al-Issawi leveled the charges just hours after Iraq's ailing president was flown to Germany for medical treatment following a stroke. The 79-year-old president, Jalal Talabani, is widely seen as a unifying figure who is able to rise above Iraq's often bitter politics and mediate among the country's ethnic and sectarian groups.

Al-Issawi made the accusations in a late night press conference, where he called on parliament to hold a vote of no confidence against Prime Minister Nouri al-Maliki's Shiite-led government.

The move is certain to inflame Iraq's simmering political tensions, which have been heightened since an arrest warrant was issued against one of al-Issawi's political allies a year ago. Political rhetoric is heating up ahead of provincial elections scheduled for April.

Al-Issawi is a member of the Sunni-backed Iraqiya bloc, al-Maliki's main political rival. He was flanked during the televised address by senior members of the bloc, including the parliament speaker, Osama al-Nujaifi, and Deputy Prime Minister Saleh al-Mutlaq, who last year branded al-Maliki a dictator in a TV interview.

Al-Issawi blasted al-Maliki's government as one "that does not respect its institutions and sovereignty and that cannot live without crisis."

While he emphasized that he believes the detentions were carried out by militia members rather than state security forces, he suggested that the prime minister had knowledge of the move against his staff.

"Does al-Maliki want me to believe he had no idea about this? This was a deliberate and pre-mediated act," he charged.

A senior government security official said interior ministry forces carried out arrests of al-Issawi's bodyguards Thursday as part of a counterterrorism investigation, and that some of them have already been released. The official agreed to speak only on condition of anonymity because he was not authorized to release details of the operation to reporters.

Repeated attempts to reach al-Maliki's spokesman for comment were unsuccessful.

A year ago, bodyguards assigned to another senior member of Iraqiya, Sunni Vice President Tariq al-Hashemi, were arrested. Shortly afterwards, an arrest warrant was issued against al-Hashemi himself accusing him of orchestrating death squads ? a charge he dismisses as politically motivated.

Al-Hashemi initially stayed at a guest house belonging to Talabani, but later fled the country and is now living in neighboring Turkey. Iraqi courts have since found him guilty in absentia and handed down multiple death sentences against him.

Earlier Thursday, Iraq's stricken president was flown to Germany for further medical treatment following a stroke.

Iraqi Foreign Minister Hoshyar Zebari told The Associated Press that doctors have determined the president had a "very serious stroke," but that he is showing signs of improvement.

"He is starting to regain his senses. He is able to feel pain, and this is a sign of progress," Zebari said.

Talabani's spokesman, Nasser al-Ani, said the president is able to move some of his limbs and communicate with simple signals, but is unable to speak.

The decision to move Talabani to Germany was made after his condition was stabilized and he began to show signs of improvement, according to Iraqi officials.

Vice President Khudier al-Khuzaie, an Arab Shiite, will temporarily assume Talabani's duties during his absence, Zebari said.

Iraq's parliament has the authority to choose a new president should Talabani's office become vacant. The Kurds would likely insist on retaining the presidency to maintain the government's power-sharing balance.

Berlin's Charite hospital, the German capital's largest, confirmed Thursday that Talabani had been admitted to its Virchow Clinic but wouldn't give any details on his condition nor what he was being treated for, citing patient confidentiality.

In a statement on its official website, Talabani's office said the treatment he underwent in Baghdad "provided the right conditions for the transfer of (Talabani) out of the country for follow-up treatment in Germany." It gave no further details on his condition.

The presidency of Iraq is largely a ceremonial role. Al-Maliki is the head of government.

Talabani is overweight and has undergone several medical procedures in recent years, including heart surgery in 2008 and knee replacement surgery this year. He has previously received treatment in Germany.

Before he fell ill, Talabani was actively involved in trying to mediate in a crisis between Baghdad and the Kurds, who have their own fighters and considerable autonomy in their enclave in northern Iraq. The two sides last month moved additional troops into disputed areas along the Kurds' self-rule region, prompting fears that fighting could break out.

Last week, Talabani brokered a deal that calls on both sides to eventually withdraw troops from the contested areas, though there was no timetable for how soon the drawdown might take place.

Fungus responsible for 5 deaths in the wake of massive tornado

A fast growing, flesh-eating fungus killed 5 people following a massive tornado that devastated Joplin, Mo., according to two new studies based on genomic sequencing by the Translational Genomics Research Institute (TGen) and the U.S. Centers for Disease Control and Prevention (CDC).

Health officials should be aware of infections caused by the fungus Apophysomyces, according to the studies, which tracked 13 people infected by the pathogen during the Class EF-5 tornado ? the most powerful category ? whose 200-plus mph winds plowed through Joplin on May 22, 2011, initially killing 160 and injuring more than 1,000.

The common fungus ? which lives in soil, wood or water ? usually has no effect on people. But once it is introduced deep into the body through a blunt trauma puncture wound, it can grow quickly if the proper medical response is not immediate, the studies said. Five of the 13 people infected through injuries suffered during the Joplin tornado died within two weeks.

"Increased awareness of fungi as a cause of necrotizing soft-tissue infections after a natural disaster is warranted ? since early treatment may improve outcomes," concluded one study published Dec. 6 in The New England Journal of Medicine.

Using whole genome sequencing, which decoded the billions of chemical letters in the fungus' DNA, TGen scientists concluded that the Joplin infections represented the largest documented cluster of Apophysomyces infections, according to a study published Nov. 27 in the journal PLOS One.

"This is one of the most severe fungal infections that anyone's ever seen," said David Engelthaler, Director of Programs and Operations for TGen's Pathogen Genomics Division. Engelthaler was the senior author of the PLOS One study, and a contributing author of the NEJM study.

"We're able to apply the latest in science and technology to explore these strange and dangerous pathogens, like we've never been able to before," said Engelthaler, adding that this is the latest in a series of collaborations between CDC and TGen. "This is the first peek into the genome of this dangerous fungus."

Dr. Benjamin Park, chief of the Epidemiology Team at the CDC's Mycotic Diseases Branch, said the victims were infected when their injuries from the tornado were contaminated with debris from the storm, including gravel, wood and soil, as well as the aerosolized fungus.

Without the multiple and deep wounds caused the by the storm, cases involving fungal infection are rare, said Dr. Park, the senior author of the NEJM study and a contributing author of the PLOS One study. "A typical hospital might normally see one case in a year."

Engelthaler said Apophysomyces infections rapidly ravage the body, quickly sealing off capillaries, shutting off the blood supply and leaving tissue to rot. Physicians try to get ahead of the infection by surgically removing sections of dead, damaged or infected tissue, a process called debridement.

For example, Engelthaler said, one victim who suffered a deep wound to the upper right chest required a new titanium rib cage after the fungus rapidly destroyed skin and bones.

"It's unlike anything you've ever seen before," said Engelthaler, a former State of Arizona Epidemiologist and former Arizona Biodefense Coordinator. "It's unreal. It looks like there is no way this person can be alive."

The studies show the need for rapid and accurate identification of the exact mold causing an infection, since only two FDA-approved drugs ? amphotericin B and posaconazole ? are commonly used against mucormycetes, the group of molds that includes Apophysomyces and causes mucormycosis.

"It is not known whether the outcomes for these case patients would have been different if mucormycete-active agents had been used initially," said the NEJM study. "The timely diagnosis of mucormycosis is essential for guiding therapy, because the early initiation of appropriate anti-fungal medication and aggressive surgical debridement are associated with improved outcomes."

Both the NEJM and PLOS One studies said whole genome sequencing could lead to better diagnosis and a better understanding of this pathogen.

TGen's DNA sequencing identified Apophysomyces in all 13 of the Joplin cases. The DNA analysis also established that several strains of Apophysomyces were involved in the outbreak, giving scientists further clues that this fungus was well established in the area, and probably had been so for a long time.

"These disasters put us at risk for exposure to organisms that are around us, but don't normally cause disease," Engelthaler said. "There's clearly an entire world out there that we're not seeing on a regular basis. It takes a severe event like this tornado for us to come face-to-face with some of the more dangerous pathogens out there."

Big powers to recognize Syrian opposition

MARRAKECH, Morocco (Reuters) - Major powers are set to give Syria's opposition full political recognition on Wednesday but not the weapons that rebel fighters need to counter President Bashar al-Assad's superior firepower as they gain ground across the country.

The "Friends of Syria," a loose forum of governments opposed to Assad, will meet in the Moroccan city of Marrakech as the rebels intensify their push on Damascus and signs grow that the 20-month uprising may be nearing a tipping point.

President Barack Obama announced on U.S. television on the eve of the Marrakech talks that Washington would now recognize the newly formed coalition of opposition groups as Syria's legitimate representative, which could intensify the pressure for Assad to relinquish power.

"We've made a decision that the Syrian Opposition Coalition is now inclusive enough, is reflective and representative enough of the Syrian population, that we consider them the legitimate representative of the Syrian people in opposition to the Assad regime," Obama said in an interview with ABC News.

However, his announcement stopped short of authorizing the United States to supply weapons to Syria's opposition - something Obama has steadfastly refused to do.

A diplomatic source in the Middle East gave Reuters a draft text agreed on Tuesday night by the Friends of Syria. It said the participants "acknowledged the National Coalition as the legitimate representative of the Syrian people."

The source said discussion also centered on reference to the right to self defense, which was argued by "a Gulf country but other states were not in favor."

He said a compromise was found stating that the group "recognized the legitimate need of the Syrian People to defend itself against the violent and brutal regime of Bashar Al Assad's."

Fighting is moving closer to Assad's residence in the centre of Damascus and early on Wednesday, government forces fired artillery and rockets at southwestern suburbs of the capital adjacent to the Mezzeh military airport, activists said.

The mainly Sunni Muslim rebels have scored a string of victories against Assad's forces, many of them from his Alawite religious minority. There is little evidence that the government is regaining control, residents say.

The Syrian army is using warplanes and heavy artillery to try to halt further advances by rebels, many of them die-hard Islamists. Opposition leaders say they need heavy weapons to sustain the momentum and change the military equation in a conflict which has killed 40,000 people since March 2011.

The two sides battled near Damascus airport, about 25 km (15 miles) southeast of the palace. The rebels now hold a near continuous arc of territory from the east to the southwest of his power base.

Damascus residents are facing power cuts and food shortages as they try to prepare for winter. In central Syria an attack on a village killed or injured as many as 200 members of Assad's Alawite minority sect, activists said, but it was unclear who was behind the assault.

Assad's political and armed opponents, dogged by splits and rivalries throughout their battle to end his family's 42-year rule, have established a more unified political opposition and military command, hoping to win international support.

France, Britain, Turkey and the Gulf states have already granted the formal recognition. The European Union, in a meeting on Monday, moved a step closer towards recognition. Russia restated its opposition on Wednesday.

The opposition says what it really needs is weapons.

"We are telling the international community that we don't want their military intervention but we want them to supply us with developed anti-aircraft defense systems," Seif said. "The Syrian people can finish off the battle within weeks if we get this support."

Little in the way of direct military or financial support is expected to be channeled to the coalition at the Morocco meeting, partly because it lacks the ability to act as a provisional government and because Western powers are still wary of backing Islamist fighters in the rebel ranks.

'JOCKEYING FOR POSITION'

A diplomat attending the meeting said there had been much "jockeying for position within the coalition without addressing the main political issues," including making arrangements to work with Syria's Alawite, Kurdish and Christian minorities and creating a framework for transitional justice.

As delegates arrived in Marrakech, the United States announced it had designated the radical Islamist rebel group Jabhat al-Nusra - which has claimed responsibility for dozens of car bombs and fights alongside other rebel Syrian brigades - as a terrorist organization.

Farouk Tayfour, deputy leader of the Syrian Sunni Muslim Brotherhood, said Washington had made a "very wrong and hasty decision".

The fighting has driven hundreds of thousands of Syrians into neighboring countries and the United Nations High Commission for Refugees said more than half a million were either registered or awaiting registration in the region.

U.S. Secretary of State Hillary Clinton will miss the Marrakech meeting but is sending her deputy William Burns to accelerate the process of helping the opposition.

While U.S. arms for the rebels remain off the table for now, legitimizing the disparate forces may make it easier for other countries to act.

Qatar and Saudi Arabia are already arming and financing the Muslim Brotherhood and other militant groups while Iran is bankrolling Assad.

"Diplomatic recognition is not enough. We need military support. A transitional phase has started and we need the means to defend the liberated parts of Syria from regime strikes," coalition member Abdelbasset Sida told Reuters.

"We are nearing the end. Battles in Damascus are drawing very near to the inner sanctum of the regime and I do not expect Bashar to last for long," he said.

Syrian opposition campaigner Walid al-Bunni said that after many meetings, the "Friends of Syria" had to show willingness to depose Assad and end the bloody conflict.

"Every week of delay means the destruction of villages and parts of cities and towns and the killing of an average of 1,000 people," said Bunni, one of a few members of the coalition not allied with the Brotherhood.

"Recognition of the coalition will help but it will not end the crisis. There needs to be real international will to stand by the Syrian people and get rid them of this dictatorship."

Former South African President Nelson Mandela has suffered a recurrence of a lung infection, according to a government statement Tuesday.

Mandela, 94, was admitted to hospital on Saturday for medical tests, although the government said then that there was no cause for alarm.

A statement was posted Tuesday on the South African president?s website providing an update on his condition.

?Doctors have concluded the tests, and these have revealed a recurrence of a previous lung infection, for which Madiba is receiving appropriate treatment and he is responding to the treatment,? it said.

?President [Jacob] Zuma thanks the public for continuous support to former President Mandela and his family at this time,? it added.

is stocks or forex a rational option to invest such a little money if i have one hour of free time? thanks for your help in advance, guys.
I am willing to have a 50% risk of losing it and may use it after one year. what options does that leave me with?

my advice would be take the investools course and traing, there system will teach you how to make incredible gains in up or down markets. forget B.S. returns from financial planners that will just put you money in a mutual fund. They teach you the technical indicators that proffesionals use. you can turn that $1000 into $100,000 in one year by trading stocks, not investing. Investing is long term. The stock market is open from 9:30 am to 4:00 pm eastern, everyday. There are stocks that go up 10%, 30%, or even double every day. I work everyday in the afternoon, so I only have from opening bell at 9:30 to 11:00 to trade stocks. The stocks that make the biggest moves everday are low priced NASDAQ stocks. $5 or under.

First you need to open an online broker. I use Scottrade.com and opened mine with only $500. I just filled out the required info at their site, and the next day wired transfered the money to them at ll:00 am, and by 1 pm in the afternoon I was able to make my first trade. It?s that easy. Anyone is fine. There are two types of accounts, Cash or Margin. If you only have $1000 you can only open a Cash account. With cash accounts, when you sell a stock, you have to wait 3 days for the money to settle before you can buy another stock with that money you got from selling. So When you you first start, you won?t be able to make trades everyday because you only have $1000 and will have to wait three days.

Now about trading stocks and finding them?..

Stocks react to PR?s (Press Releases) . So in the morning find the stocks that are moving because of good news released that morning, and get in the stock as they are going up, and after you made 5, 10, 15, or what ever percent sell it quickly to lock you profit and forget about the stock. Wait for you funds to settle in three days, and trade again.

Now how do you find the cheap NASDAQ stocks the move the best every morning to good news ? Good question

All you have to do is look at the top 400 tool at microcaptrade before the market opens. Microcaptrade also tracks pinksheet and OTC stocks, but stay away from those, they are scam stocks and too risky. They don?t meet the reqirements for the NASDAQ, NYSE, or AMEX , the three major exchanges. So at the top of the Microcaptrades top 400, uncheck the boxes at the top that say pinks and otc: bb , that way only the NASDAQ stocks will be tracked. then click on the column heading that says trades. That will sort all the stocks by the # of trades. That way you will see what stocks are getting the most buys and sells that day. And all the way to the left there is a column header that says news, if there is a number in that row, that means there was a PR that morning (news). Look at the link I gave you and you can look at the platform. Also microcaptrade has a news tool, that show every single PR that day for either OTC:BB, Pinksheet, or NASDAQ stocks. Once again, just unched the pink and otc boxes , show that you only see the NASDAQ news. the reason I say stay away from pink sheet and otc stocks is that the can go up 50% or double or tripple in one day, or sometimes go up 1000% in a few days to a week, but they can also drop quickly and go back to where they started or below. Another reason is you have to use limit orders and the price changes so much you have to keep changes you limit prices and it?s tricky just stay away. With real stocks like NASDAQ, NYSE, Or AMEX stocks, you can use MARKET ORDERS, that means all you have to do is put in the stock symbol and the number of shares, and the order goes through in seconds. To place a trade with $1000, you would subtract the commision. Then divide the money buy the current price of the stock. I use Scottrade. they charge $7 per trade. To make it easy say it?s $10. You would subtract 1000 by 10 which is $990. that?s what you have to work with. If the current price is at $10 the divide you money by that. That wold give you 99. So you have enough money to buy 99 shares. You would just go to scottrade and put buy 100 shares of xxxx or what ever the sybol is.

Investools is awesome?.take a free seminar and check it out, you can double you money every year with their methods?which is basicly buy good stocks like google and apple when they go above their charts look good, and sell when the look bad. no need to buy and hold and make something like say 15% a year, when you can buy low and sell high and make say 75% a year on the same stocks by buying and selling it.
